NEW MANDATORY CONFERENCE RULE! 17.2.7

When a Pac 10 team scores and goes ahead by eighteen (18) points or a Big 10 team scores and goes ahead by 28 points, a Mandatory coaches and referee conference must be conducted at mid field prior to the next free kick. The conference should review all the excess score rules and changes that go into affect at that time. The coach of the team that is behind should also decide if he wants to go to a running clock. The NWYFL running clock timing rules and the mandatory 4th quarter running clock rule should also be reviewed.

 

Here is the new modified Rule 20.1.3 Regarding stripers

 

When on offense, single stripers or a double striper MUST play an INTERIOR LINE POSITION and MUST be covered by an END. On defense, a striper is restricted to line positions. A striper on defense cannot line up  with his outside shoulder being  more than one (1) yard outside of the outside shoulder of the offensive interior linemen that is the first player inside of the OFFENSIVE END. Defensive stripers MUST take a forward charge at the snap of the ball. They MAY NOT STUNT to outside positions. They need not to be covered on defense. All stripers must be in the down position, a three (3) or four (4) point stance, except if acting as a kicker or punter. This applies to any striper either on offense or defense.

 

We have amended and clarified the following rules regarding players weighing in 14.2.1 and 15.4.4

14.2.1 Arrive and complete the pre-game weigh-in no later than thirty (30) minutes prior to the scheduled game time. If a team has not completed the weigh-in within fifteen (15) minutes of the scheduled start, the officials may impose a penalty or forfeiture (unless late arrival notice has been received). No intimidation or chanting by players, coaches or fans shall be allowed on the way to, at, or on the way from weigh-ins.  

A. Shall a player from either team arrive at the scale to be weighed in after the official team weigh-in has been completed but prior to the game beginning, the head coach from that team shall locate the Field Commissioner and the opposing teams head coach to allow the player to weigh-in and play, if he qualifies.

B. Shall a player from either team arrive after the game begins, the head coach shall find the Field Commissioner and the opposing teams’ head coach to allow the player to weigh-in and play, if he qualifies, beginning with the second (2nd) half of the game.

C. Shall any player arrive after the start of the second half, he will not be allowed to play in that game.

D. Only players, coaches and Field Commissioners are allowed to attend the pre-game and special weigh-in.

 

 

15.4.4 Players must be weighed wearing all NWYFL required equipment, (see Section XV Article 15.5.1 below) except for the helmet and mouth guard and must wear the same equipment during the game. If a player fails to make weight and is wearing any additional non league-required equipment, the player may remove the non league-required equipment and be weighed a second time wearing only the league-required equipment that he originally weighed in with. The player may be given a chance to go to the restroom, but must return and be re-weighed within 5 minutes. Please note the additional weight allowances in the third, fifth, seventh and ninth weeks of the season in the NWYFL Age and Weight Qualification Parameter Table, (see Section XXII, Exhibit L of these by-laws). The equipment allowance in all divisions is eight (8) pounds. Safety equipment such as rib pads, elbow pads and arm pads are not considered part of the league-required equipment and need not be worn during weigh-in.
